Resident group president claims majority support for development at St. Elizabeth’s Village on Hamilton Mountain

Internal transit system could feature driverless vehicles.

The president of the resident’s society at St. Elizabeth Village says he believes more than 90 per cent of the nearly 800 people who live there support the proposed $800-million redevelopment of the 58-hectare (114 acres) property on the south-west Mountain. “Anybody I talk to (says) ‘we need this, we need the revenue so we can grow and we can do things in here’,” said Shaun Flannery, who has lived at the village for more than six years.

Zest Communities Inc, which acquired the property in 2014, is seeking city planning permission for the Cluster and Village Square phases of the site redevelopment.

The Cluster, located on the north-west side of the property, will feature four- to 12-storey apartment buildings arranged around a central green and redesigned storm pond system.

On the north-east side of the site, the Village Square is proposed as a mixed use commercial and residential area with three- to six-storey buildings centred around commercial uses and a village square, along with a one-and-a-half to two-storey block and maisonette townhouse units or garden homes.

Zest plans to demolish a non-bed portion of the existing St. Elizabeth retirement residence and replace it with an addition that will have more beds (increasing the permitted number of beds from 150 to 200) along with an indoor swimming pool.

A new storm water management system is also slated for the site.

The development includes the five-storey, 76- unit, $40 million Upper Mill Pond building currently under construction with completion expected by the end of July 2021.

Flannery called the development a “Godsend,” noting it will significantly boost the common area maintenance or CAM fees account.
